It is important to keep missionaries’ incarceration as brief as possible. Convert nucleii will easily go astray. But although traxinodal mind control may be helpful on individual captors, its short-term effectiveness must be born in mind. Furthermore, its use—a serious drain on M-ship resources—should be reserved, in closely knit, heirarchical societies, for the ultimate decision makers. The goodwill of lower echelons may be wooed, but never technologically enforced.
